WAVY: Lawyers offer help for tenants living in sweltering conditions

Managing Attorney Elizabeth Ballard spoke to WAVY in July about the responsibility of landlords to provide safe and habitable units for their tenants – and that includes air conditioning. Anchor Regina Mobley reported on the situation in Portsmouth at the Beacon 303 apartments, where residents were left without A/C in the middle of the Virginia summer.
